32 teams representing 9 regions nationwide
Hokkaido (1), Tohoku (3), Kanto (11), Hokushinetsu (2), Tokai (3)
Kansai (4), Chugoku (2), Shikoku (1), Kyushu (5)
※Regions with less than 2 registered clubs will compete in a playoff to determine the Kanto 12th representative.


□Competition Format
(1)32 teams will be divided into 8 groups (A-H) and compete in a group stage. The top 2 teams from each group will advance to the knockout stage.

The rules are based on the "Football Competition Rules 2022/23" issued by the Japan Football Association.

Match time for the group stage is 70 minutes (with a 10-minute halftime), and 80 minutes for the knockout stage (with a 15-minute halftime). In the group stage, if the result is not determined within the allotted time, it will be considered a draw. However, in the Round of 16 and quarterfinals, if the result is not determined within the allotted time, it will be decided by a penalty kick. In the semifinals and finals, there will be a 5-minute break followed by a 20-minute extension, and if the result is still not determined, it will be decided by a penalty kick.

The ranking of each group's league matches shall be determined as follows.
① Points are calculated as follows: Win = 3 points, Draw = 1 point, Loss = 0 points. The team with the most points will be ranked higher.
② In case of the same points, the team with a higher goal difference will be ranked higher.
③ In case of the same goal difference, the team with more goals will be ranked higher.
If the scores are the same in ④ and ③, the result will be determined by the match results between the teams. However, in the case of a tie, it will be decided by a lottery.

Teams advancing to the knockout stage
A) A total of 16 teams, consisting of the top two teams from each group, will advance to the knockout stage.
The knockout stage draw will be conducted by the tournament organizing committee. The draw method will separate the 1st and 2nd place teams and conduct a free draw. (To avoid the same group until R8)
There will be no 3rd place match, and the teams eliminated in the semifinals will be considered 3rd place.

(6)Warning and Disqualification
A) During the tournament, players who have accumulated 2 warnings will not be able to participate in the next match. Players who have been disqualified will also not be able to participate in the next match.
Warnings issued during the group stage will not carry over to the quarterfinals. However, if a suspension is still in effect from the group stage, it will carry over and be applied in the semifinals.
Example: Players who receive their second warning in the quarterfinals will not be able to participate in the semifinal round.
Afterwards, the decision will be made by the Tournament Discipline and Fair Play Committee.
