3. Overview
Ryoya OGAWA was driving a regular passenger car on the two-lane Shin-Oume Highway heading towards Shinjuku, and stopped at a traffic signal near the "Hanakoganei 4-chome" intersection. After the light turned green, as he attempted to move into the passing lane (right lane), he was involved in a collision with a vehicle (a medium-sized motorcycle) that was stopped ahead.
