  1. Article 1 (Scope of Regulations)

    The purpose of the "FC Tokyo Soccer Match Management Regulations" (hereinafter referred to as "these regulations") established by FC Tokyo is to ensure the smooth and safe operation of all matches organized by the club, including league matches and league cup matches. All individuals entering or attempting to enter stadiums and other facilities under the management of FC Tokyo must comply with these regulations.
  2. Article 2 (Definitions)

    The meanings of the terms listed in the following items shall be as specified in each respective item.
    1. Match: Refers to all matches including league matches, league cup matches, etc.
    2. Facilities: Refers to all facilities and areas managed by FC Tokyo for match operations, including stadiums.
    3. Management and Safety Officer: Refers to the J Club Executive Committee or a representative of the executive.
    4. Operations and Security Personnel: Refers to those appointed as the operations and safety officers, engaged in duties to ensure the safety of the tournament.
    5. Security Personnel: Refers to those appointed by the event management and safety officer to ensure the safety of the tournament.
  3. Article 3 (Operations and Security Management)

    Security personnel include operational and safety managers appointed from club staff, as well as operational and/or security personnel engaged in safety assurance tasks.
  4. Article 4 (Prohibited Items)

    Anyone attempting to enter or who has entered the facility may not bring the following items into the facility, unless specifically permitted by the operations and safety manager.
    1. Items prohibited from being brought in due to the J.League Unified Prohibitions (J.League Common Viewing Manners & Rules).
    2. Items prohibited from being brought in by facility management. (Ajinomoto Stadium Prohibited Items)
    3. The following items are determined by the organizer or the main organizer to be applicable: bulletin boards, standing signs, banners, flags, placards, ZECA, documents, drawings, printed materials, etc.
      1. 1. Items that display or evoke political, ideological, religious doctrines, claims, or concepts
      2. ② Contains discriminatory or insulting content and expressions
      3. ③ Items that are not recognized for the purpose of supporting or inspiring players and teams
      4. ④ Items that may hinder the operation of the tournament
    4. Items that security personnel recognize as likely to disrupt the operation or progress of other matches, or cause inconvenience or danger to others.
  5. Article 5 (Prohibited Acts)

    Anyone attempting to enter or who has entered the facility shall not engage in any of the following acts in any facility, unless specifically permitted by the operations and safety manager.
    1. Actions prohibited by the J.League Unified Prohibitions (J.League Common Viewing Manners & Rules).
    2. Items prohibited by the facility manager. (Ajinomoto Stadium Prohibitions)
    3. Group cheering activities in the concourse
    4. Bringing and using drums and large flags in the main stand, back stand, and upper goal stand
    5. Use of duct tape when installing banners, etc.
    6. Use of confetti and paper tape
    7. Watching and cheering from the front of the upper stand
    8. Intentional Seat Reservation
    9. Distribution, posting, and fundraising, signing, and survey activities of posters, flyers, etc. that have not been approved by the club.
    10. Engaging in actions that disrupt the operation or progress of the match, which security personnel recognize as likely to cause inconvenience or danger to others.
    11. To make discriminatory or insulting remarks or actions regarding race, skin color, gender, language, religion, politics, or origin.
    12. In addition to the above items, making statements or engaging in actions that violate public order and morals.
  6. Article 6 (Compliance Regulations)

    Anyone attempting to enter or who has entered the facility must comply with the following provisions.
    1. When requested to present tickets, passes, etc., please show them.
    2. Cooperate with the inspection of baggage and personal belongings for safety assurance.
    3. Follow the instructions, guidance, and directions of security personnel and law enforcement authorities.
  7. Article 7 (Reasons for Refusal of Sale)

    The organizer will not sell tickets to those who fall under the following categories. Furthermore, if such a person obtains tickets either personally or through a third party, the organizer may refuse entry to that person based on Article 9.
    1. Persons belonging to organized crime groups or similar antisocial forces (hereinafter referred to as "organized crime members")
    2. Persons who have not passed 5 years since they ceased to be a member of a gang
    3. Those who use organized crime groups or members of organized crime groups for the purpose of benefiting themselves or third parties
    4. Persons who provide funds or other benefits to organized crime groups or their members, or who are involved in the maintenance and operation of organized crime groups.
    5. Persons who have relationships that should be socially condemned with gang members, etc.
    6. Those who obtain tickets for the purpose of violating Article 8
    7. Those deemed by the organizer to have sufficient reason not to sell other admission tickets
  8. Article 8 (Prohibition of Resale, etc.)

    No one may resell tickets (including resale through internet auctions) or obtain them by other means without the organizer's permission. However, this does not apply to cases where tickets are obtained for family, friends, business partners, or other similar specific relationships, provided that it is not for profit and not conducted as a business.
  9. Article 9 (Refusal of Entry, Ejection Orders, Confiscation of Items)

    1. The management and safety officer may refuse entry to those who violate the provisions of Article 4, Article 5, or Article 6, order their removal from the facility, and take necessary measures such as confiscation of items listed in Article 4. Matches subject to this article may include those organized by the Japan Football Association.
    2. The organizer or the governing body may claim compensation for damages suffered by the organizer or the governing body (including all damages suffered by the club due to sanctions imposed on the club as a result of the violations of the relevant party).
    3. The management and safety officer can refuse entry to all subsequent matches for those who fall under the provisions of paragraph 1. They can also request the return of tickets.
    4. Those who are refused entry by the management or safety officer, or who are ordered to leave the facility, cannot request a refund for the ticket purchase price.
  10. Sec. 10 (Delegation of Authority)

    The management and safety officer can delegate their authority to others regarding specific facilities.
