The "Tokyo Metropolitan Project Proposal System (Citizen Proposals and University Proposals)" is a system that reflects the voices of Tokyo residents and the insights of university researchers in the budgeting and policy planning of the Tokyo Metropolitan Government. In Tokyo, to solve urgent metropolitan issues from new perspectives beyond conventional ideas, a project proposal system by citizens (Citizen Proposals) is implemented. Additionally, proposals for projects based on research results and research themes are solicited from university researchers in Tokyo, and a system (University Proposals) is in place to create projects in collaboration and cooperation with researchers and universities.
