※Regions with fewer than 2 registered clubs will play a playoff with the Kanto Sec. 12 representative.

□Competition Method
(1) 32 teams are divided into 8 groups from A to H for the group stage, and the top 2 teams from each group advance to the knockout stage.
(2) The rules are based on the "Football Competition Regulations 2023/24" issued by the Japan Football Association.
(3) The match duration will be 70 minutes for the group stage (with a 10-minute halftime) and 80 minutes for the knockout stage (with a 15-minute halftime). In the group stage, if the match result is not determined within the playing time, it will end in a draw. However, in the Round of 16 and quarterfinals, if the match result is not determined within the playing time, it will be decided by penalty kicks. In the Semifinal Round and Final Round, there will be a 5-minute break followed by a 20-minute extra time, and if the result is still not determined, it will be decided by penalty kicks.
(4) The ranking determination for the league matches of each group is as follows.
①Points are awarded as follows: Win = 3 points, Draw = 1 point, Loss = 0 points, and the team with the most points is ranked higher.
②If the points are the same, the team with the greater goal difference will be ranked higher.
③If the goal difference is the same, the team with more goals will be ranked higher.
④In the case of a tie in points, the result of the match between the teams will determine the outcome; however, if it is still a draw, a lottery will be held. (A preliminary lottery and a main lottery will be conducted. The preliminary lottery will draw from the top of the group league standings first.)
(5) Teams Advancing to the Knockout Stage
i) A total of 16 teams, the top two from each group, will advance to the knockout stage.
ロ)The knockout stage draw will be conducted by the tournament organizing committee. The drawing method will separate the 1st and 2nd places for a free draw. (Teams from the same group will be distributed to avoid matching until R8)
ハ)No third place match will be held, and both teams that lost in the Semifinal Round will be considered as 3rd place.
(6) Warnings and Expulsions
i) Players who accumulate 2 warnings during the tournament will not be able to participate in the next match. Players who are expelled will not be able to participate in the next match.
(L) Warnings from the group stage to the quarterfinals will not carry over to the semifinal round. However, if there are any suspensions from the group stage to the quarterfinals that have not been served, they will carry over and be applied in the semifinal round.
For example, players who received a second yellow card in the quarterfinals will not be able to participate in the Semifinal Round.
H) The subsequent measures will be determined by the Tournament Discipline and Fair Play Committee.
