[Report] Regarding the events in the 3rd Round of the Emperor's Cup JFA 103rd All Japan Soccer Championship

On July 12, 2023 (Wed), during the 3rd Round of the Emperor's Cup JFA 103rd All Japan Soccer Championship, the following incidents were confirmed and reported. FC Tokyo will identify the perpetrators in each incident and will proceed with strict measures as a club, while also cooperating with the Japan Football Association (JFA) and the police in their response.

Confirmation of reported incident
(1)FCThe act of bringing in and using dangerous substances such as explosives in the free seating area behind the goal of FC Tokyo
violates Article 4 (Prohibited Acts) Section 2 of the operational management regulations established by the JFA and is absolutely unacceptable. We conducted verification using surveillance camera footage from the moment we became aware of the incident (before the match started). Additionally, we continuously monitored the area where dangerous substances were believed to have been used with FC Tokyo club staff and security until after the match, and we conducted interviews with some spectators close to that area after the match, but we have not yet identified the perpetrator. We are still conducting investigations and will continue to work towards the prompt identification of the perpetrator and strict measures.
We recognize that this matter is a serious violation that undermines the trust of the JFA and J-League in aiming for a safe and comfortable stadium experience. We take the responsibility of our club, which is in charge of operations, security, and supporter relations in cooperation with the organizers, very seriously. We sincerely apologize for causing this situation and will strive to prevent its recurrence in the future.

Damage to the signboard in front of Tobitakyu Station
We have received reports of damage to the corporate advertisement signboard installed on private property in front of Tobitakyu Station prior to the match. A report of the damage has already been filed with the police by the signboard owner and the advertiser, and the police investigation is underway, including analysis of footage from security cameras at nearby stores and the station rotary.
Additionally, unauthorized postings on public installations along Stadium Street and within the stadium premises have been confirmed. Complaints have been received from local residents to the club and Chofu City, prompting FC Tokyo club staff and security personnel to conduct patrols and remove the postings. Although the above incidents are outside the operational management regulations of the stadium, FC Tokyo recognizes that cooperation and understanding from the local community are essential for the smooth operation of matches, and we will cooperate if requested for investigative assistance.

FC Tokyo is committed to providing a safe and comfortable match viewing experience for stadium visitors by thoroughly informing and enforcing the viewing rules based on the match operation management regulations. Furthermore, through further discussions and collaboration with the residents of Chofu City and the surrounding areas, we will advance safe and secure match operations in unity with the community more than ever before. We appreciate your understanding and cooperation.
